David Brown

  • Vice Chancellor for Government Relations and Advocacy

As vice chancellor for government relations and advocacy, David Brown serves as the University of Pittsburgh’s chief advocate on all legislative and regulatory matters at the local, state, and federal levels. His team analyzes and influences legislation, plans the University’s response to proposed policies and maintains productive relationships with government officials and agencies.

David has more than two decades of experience in higher education government relations and an additional decade in health care policy. Immediately before joining Pitt in 2022, he served as vice president of federal relations at the University of Southern California, where he managed USC’s Washington, DC office. Before that, he oversaw a staff of more than 200 in support of the university’s government and community relations, strategic communications, and educational outreach efforts as interim senior vice president of university relations.

In addition to his leadership positions at USC, David has years of experience working with leading research universities and academic medical centers, including an 11-year tenure advocating for the University of California health system on issues related to health professions, medical education training, and biomedical research in Washington, DC.

David earned a Master of Science in health administration at the Medical College of Virginia and a bachelor’s degree at the University of Virginia.
